Means a response to a solicitation issued by a procuring entity and includes a tender, a proposal and a quotation.
Means a solicitation document that
- invites bids
- establishes the objects of a bid.
- specifies the conditions of a proposed procurement contract; and
- establishes the applicable bidding procedures.
Means a procurement contract entered into pursuant to a framework agreement.
Means
- open international competition;
- open national competition; or
- restricted competition.
The relevant competition threshold shall determine the application of any—
- level of competition for public procurement; and
- method of procurement for restricted competition.

Means a procurement opportunity for participation by any supplier that meets any prescribed eligibility criteria.
Means a procurement opportunity for participation by any approved registered suppliers or approved unregistered suppliers that are tax compliant in Jamaica at the time of the bid submission deadline.
Means a procurement opportunity that is limited to single-source procurement or to participation by two or more selected suppliers .
Means an invitation to bid, submit quotation, or participate in a request for proposal proceedings.
Means a standard form document developed by the Office (OPPP) for use in public procurement proceedings and all amendments made to the document for the applicable method of procurement.

RECENT LEGISLATIVE CHANGES
The Public Procurement (Amendment) Act, 2025 came into effect March 27, 2025.
This amended act has;
Corrected conceptual and fundamental deficiencies in the Act;
Clarified the law with respect to methods of public procurement, approvals and value limits;
Repealed provisions pertaining to sector committees;
Introduced the concept of levels of competition in public procurement; and
Provided for the exemption of additional works, goods, and services from the generally applicable public procurement processes established by the Act.

EMEREGENY AND EXTREME URGENCY
In respect of each emergency contract awarded the procuring entity must ensure the following information are included in the notice.
Identify the specific emergency contract awarded;
Name the contractor to whom and the date on which the emergency contract was awarded;
State the value of the emergency contract; and
Specify the circumstances of emergency or extreme urgency that necessitated award of the procurement contract as an emergency contract.

Where the estimated value of the contract exceeds the threshold for single-source procurement, it must be confirmed that the supplier is fully compliant with all statutory obligations related to the payment of taxes in Jamaica.
It must be confirmed that the supplier has no statutory obligations in respect of the payment of taxes in Jamaica as determined by Tax Administration Jamaica.
